Walter Marine began expanding the Navarre Beach snorkeling reef with concrete and limestone disc modules set on fiberglass pilings. Shifting sand made the first planned rows too shallow to meet required vessel clearance, so the project team removed 12 modules from the permitted layout.
The remaining structures continued in approved positions east and west of the original reef. Funds associated with the unused modules were redirected toward a separate fishing and diving reef. The adjustment shows how permit limits, water depth and changing bottom conditions shape nearshore deployment work.
